Firstly I will breakdown the whole Oil theft process and how Oil exporting and importing business works here in Nigeria .

The criminals in FG already got the $13B approved! Knowing other companies like Julius Berger will give cheaper bidding, to secure the looting that is about to happen they closed the doors to other bidders and gave the job to one of their criminal associates company 
Instead of FG collecting revenue and sharing to states, the states/regions should gather revenue and remit a little percentage (e.g 30%) to FG. This would rectify the anomaly where states like Delta donate 30% of nation's revenue but get only a 5% share in return.
The previous stones within this both states are so many, soo many that till today nobody in Nigeria and accurately list what and what is their.
They make it soo high that the project gets abandoned and they use lack of funds as an excuse for its abandonment ! We can tell you categorically that Nigeria only needs less than 650 million dollars to revive Ajaokuta steel, do your research on similar projects across the world
The rest scattered across the northern and Old Eastern region down south are worth 10 times plus of that amount, YET WE ARE BORROWING MONEY AS A COUNTRY!!!
