There are clear parallels between France's proposal and the US-backed roadmap promoted by Tony Blair. It's somewhat reminiscent of the deception of the Oslo Accords regarding the absence of clear statehood guarantees.

After consulting the longer version of the same investigation published by the +972 magazine, I have to qualify my previous assessment. The +972 version is contradictory about whether the IDF database includes only fighters or also members of the civilian wing of Hamas. Israeli sources say that the number of militants killed is actually higher, among other things because it does not include mayors and ministers. This is a contradiction in itself, but it may indicate that the list includes only fighters. Image

About 10% of the signatories are currently active reservists while the rest are retired or no longer serving. The signatories were expelled from the IOF.
