Mahou Shoujo is for General Audiences. Mahou Shoujo is "slice of life", "cute girls doing cute things" anime, interrupted by cool fight scenes and with an emotional fight agains the "big bad" from a tokusatsu or Shonen anime at the end of the season. Everyone can enjoy it.

There is literally a gag in Pretty Sammy where Sasami does an impression of an old Asahi commercial from the 80s and her parents ask "how old are you?" and she has to laugh it off. She has the soul of a 30 something salaried employee (completely exhausted by all this bullshit).

Perhaps the most brilliant story beat in Mobile Suit Gundam that Tomino put in was not holding back on the reveal of Char Aznable and Sayla Mass's true identities by having them meet in the very first episode.
