In place of ACA repeal & Medicaid overhaul policies from prior budgets, this year’s budget substitutes an “allowance for the President’s health reform vision:” a line of numbers backed by almost no policy.

Still, the allowance does shed some light on the President's vision 1/ First, it shows the President’s health reform vision involves deep cuts to Medicaid and the ACA: $1T over 10 years, w/annual cut of $166B by 2030 2/

There’s been some confusion about the health care numbers in the President’s budget. Bottom line: the budget calls for $1T in Medicaid and ACA cuts over 10 years.

Warning: deep dive into budget summary tables follows 1/ The budget calls for $844B in cuts in a “President’s health reform vision allowance” plug line in Table S-6 2/

New @CenterOnBudget FAQ on last week’s Medicaid guidance: who it applies to, what authorities it offers states to limit coverage & benefits, how block grant waivers would impact state budgets, & whether it’s legal. A few key points: cbpp.org/research/healt… @CenterOnBudget 1. B/c it applies to pple covered through Medicaid expansion & other “optional” adults, the guidance applies to up to 5M pple w/disabilities. It also applies to many pple w/chronic or acute illnesses, older adults/early retirees, & parents: cbpp.org/research/healt…

By remanding the case to Judge O’Connor, who struck down the ACA in the first place, the 5th Circuit is inviting the Administration & state AGs to keep pressing for full repeal through the courts.

Some thoughts on what that would mean, linking state estimates where possible 1/ As a starting point, if the courts strike down the ACA’s major coverage provisions, 20 million people would become uninsured. State estimates here, from @urbaninstitute: urban.org/sites/default/… 2/

An important story about a major threat to health coverage and access to care. A few additional points 1/ First, while the story questions whether the Administration will put forward a health care plan, it already has one: its budget. And the budget seeks basically the same major policy outcomes as the lawsuit: cbpp.org/blog/trumps-he… 2/

It may be tempting to ignore the cuts to health coverage programs in the FY2020 POTUS Budget released today, but they’re worth paying attention to 1/ The Budget continues to embrace the Graham-Cassidy-Johnson-Heller proposal to repeal Medicaid expansion & ACA subsidies, replace them with a flawed & inadequate block grant, & impose a per-capita cap on the rest of Medicaid – cutting $659 billion/10 years from these programs 2/

Based on this summary, new ACA repeal plan is similar to the Cassidy-Graham bill described in our new issue brief: cbpp.org/research/healt… – but appears to provide even fewer federal $ for coverage, suggesting it could result in even higher uninsured rates 1/12 Like Cassidy-Graham, the new bill completely eliminates Medicaid expansion (currently covers 12 million people) and ACA subsidies (currently help about 10 million people), replacing them with a deeply flawed block grant 2/12

A few additions to @AislingMcDL's great thread summarizing evidence contradicting @SeemaCMS's claim 1/ One of the most careful studies of expansion (in KY and AR) finds large gains in access to care, financial security, & health bit.ly/2zpYqAR bit.ly/2zrjwyL 2/

Actually, Cassidy-Graham plan makes deep cuts to ACA subsidies & expansion + EXACTLY THE SAME cuts to rest of Medicaid as Senate bill 1/6 Proposal repeals Medicaid expansion & ACA subsidies; replaces with much smaller block grant that ends completely in 2026 2/6
