It's actually admirably honest bc it's what this is all implying, but they should be more clear: there is an authority in the exec branch above and beyond POTUS that has true classification authority and is where power lays That's why they're using Espionage Act, no? Because they can try to use category of "National Defence Information" from it that can be spun as separate from POTUS' usual role as ultimate classification authority? Which implies another, higher Decider?

Huh, more conservative than I assumed (especially Horner at finance).
