This sounds good and we should configure policies to promote this. But, what if the modern system (particularly with automation) is such that this is no longer possible? What will AI do to our economies & geopolitics? Regulating AI is going to be difficult because our Great Power Rivals (Russia & China) are not going to be very moralistic about the pursuit of power in this new technological battlefield. And this will certainly change not only the military but economic realities of states.
