Australia voluntarily pledged to ratify the OPCAT as part of its candidacy for a seat on the UN Human Rights Council. It made a commitment to the rest of the world that it could be trusted as a leader on human rights. The SPT visit was the true test of that promise. The SPT were here to see how much progress Australia has made on implementing its obligations under the OPCAT. Obligations we have had since December 2017 to fulfil.
