Senator--I applaud your continuing interest and leadership on these subjects, and I think your amendments are pointing in the right direction. But rather than making NAVSEA a four-star and giving him/her an 8 year term, I would like to recommend Congress re-commission the Naval Material Command, the demise of which was one of the very few big mistakes John Lehman made. Wait--are you telling me that there are warships in this world that don't have to turn the ship to put countermeasures where they are most effective? (that is me being sarcastic). One day, after the end of regular working hours on USS PRINCETON (CG 59), I was sitting in my stateroom (XO at the time) when the CDO came to me. "You're not gonna believe this, XO. Come and see." Proceedings piece. It is worth the read, and I found myself agreeing with much of it. The biggest idea (and the one that gets most of my agreement) is the focus on denial (rather than punishment) as the means for conventional deterrence.
