Nuclear war is not too great a threat to occur, it can, and, to a lesser extent, has: Hiroshima and Nagasaki.

The Cuban Missile Crisis brought the world to brink of nuclear war, as did Nixon's "madman theory," deploying 18 B-52 nuclear-capable bombers north of the USSR.
