It is confirmed by the official script release of ā€˜The Timeless Children’ that the two Time Lords Tecteun joins are the other founders - Omega (ā€˜The Three Doctors’, ā€˜Arc of Infinity’) and Rassilon.

These are their earliest incarnations and Rassilon wears his ā€˜Hell Bent’ costume.
