This "Topol-M" with MIRV was supposed to become completely Russian - actually "Topol-M" was only partially Ru - the project was originally a joint brainchild of Dnepropetrovsk and MIT. Even the first flight model of the 1L missile (launched 2nd in 1995), was from Ukraine.
