This is a critical #doorstep operation--with implications for the U.S. & other countries as well. The #doorstep bargain in Russia was for citizens to passively acquiesce to the government's policies in return for largely being left alone and guaranteed a middle class lifestyle.1/ Putin is upending that bargain. Russians already dealing with sanctions pressure now face (if they are reservists) the prospect of going to Ukraine. Does this lead to more cracks in popular passivity? 2/

So, the more pessimistic side to the thread from a few days ago about the possible emergence of a new narrative for U.S. foreign policy, based on some off-line responses ... 1/ Agreement that, at least in terms of rhetoric, there is the basis for a new convergence. But the details remain unsettled. Several areas in particular: 2/

Beginning to see signs that after several years, a new narrative is taking shape to provide coherence to U.S. global engagement. Some of those emerging markers: 1/ The covid pandemic highlighted risks of supply chains for critical goods based out of China. The Russian invasion of Ukraine has called attention to risks of energy & resource dependence on Moscow. Price is not the only object. 2/

Doorstep guest #ColinDueck writing in @TheNatlInterest breaks down Republican attitudes on Russia and Ukraine. Citing @pewresearch polls, he notes "73 percent of Republicans favor working with U.S. allies to respond to the Russian invasion." 1/ A March survey conducted by @Reuters , shows an overwhelming majority of GOP voters support a robust set of U.S. measures against Putin’s Russia. Some 3/4 of Republicans support U.S. arms shipments to Ukraine, rigorous economic sanctions, a ban on the import of Russian oil ... 2/

So, having identified different narratives in @POTUS #SOTU, some interesting gaps. 1/ Doorstep guest @reziemba put her finger on it: democratic community when it comes to old-style geopolitics, almost a way to recapture the spirit of the Cold War "Free World"--but not on trade, technology, economy. 2/

Narrative themes from @POTUS #SOTU: A 🧵... Connecting to the work done by the U.S. Global Engagement project of @carnegiecouncil ... 1/ The "democratic community" narrative. In speaking about confronting Putin, @POTUS cited creation of a "coalition of other freedom-loving nations from Europe and the Americas to Asia and Africa." 2/

One point that came up in yesterday's @carnegiecouncil discussion on principled responses to Russia's invasion of Ukraine is how different countries have clear distinctions in which peoples they maintain they have ethical obligations towards. 1/ Hungary much more open to refugees from Ukraine than the Middle East, claiming grounds of cultural similarity and close neighborhood. What is interesting is that Australia which maintains very strict policies in intercepting migrants from the Middle East and Southeast Asia 2/

Via @CarolynKissane. Suggests that short-term energy shock could pave the way for major changes. This could even recharge the climate change/technological change narrative as the guiding principle for U.S. foreign policy. 1/ In other words, we announce new programs for energy security that also help advance the energy transition (and as a bonus, can provide good jobs at good wages)--and this is part of the rejuvenation of our alliances. 2/

As we exit 2021, how has the #doorstep figured in discussions of U.S. foreign policy? And has the Biden/Harris administration laid the foundations for a new narrative for U.S. global engagement? Our last podcast with @MoElleithee starts the discussion. 1/ carnegiecouncil.org/studio/multime… Colin Dueck raised concerns about the "say/do" gap--that rhetoric would outpace actual action. We've had a number of statements: foreign policy for the middle class, America is back, build back better ... how is that translating? 2/

@RadioFreeTom #NickGvosdev here. Since I teach History of the Cold War for @HarvardExt, let me add my two cents. Important piece from @profmusgrave ... suggests that the climate change narrative we identified at the @carnegiecouncil may not have as much motivating power in domestic politics ... 1/ @profmusgrave @carnegiecouncil We've seen this in the discussion in recent days with @reziemba, @CarolynKissane and @v_madalina about how short-term doorstep considerations, especially pocketbook concerns about energy prices, can trump longer-term climate policy. 2/

This @Reuters report from @Cmkahn detailing @Ipsos polling demonstrates the contradictory impulses on the part of U.S. voters, both in policy and ethical terms. 1/ reuters.com/world/us/biden… @Reuters @Cmkahn @Ipsos "For example, a majority of the 18-to-65-year-olds who took the Ipsos survey - 68% - agreed that the war “was going to end badly, no matter when the U.S. left,” and 61% wanted the United States to complete its withdrawal of troops on schedule." 2/

That the Taliban feel the need to state they will guarantee women's rights (albeit "under the limits of Islam") in 2021--a statement they never felt compelled to make in 1996--suggests that they are aware that the situation today is different. 1/ Statements don't mean much unless backed by deeds, and if actions contradict the statements, then we know how much they are worth. Also of interest is an apparent recognition of the concept of sovereignty--that other states and countries live under their own laws. ... 2/

As we watch developments in Afghanistan and as the blame game continues in U.S. domestic politics, this might be a good time to revisit @DerekSReveron's important paradigm for understanding national security policy: the die-kill-pay (ignore) paradigm. 1/ @DerekSReveron Revisiting @LauraWalkerKC's observation here: this is the crux of the matter.
