There is a lot in the proposed #CSP rules to be concerned about, but 3 new requirements stand out as particularly problematic: 1) A requirement for a community impact study that sets the expectation that charter schools should only exist to serve “extra” students who exceed district capacity. This subjugates families and students to the needs of the district, instead of empowering their own choices.
