This idea that Jordan Neely was "refusing care" is precipitated by the conservative myth that every houseless or hungry person is just Too Lazy to access help from state services and that solutions to poverty are just a bureaucratic headache away.
Sometimes services are available and a person is unable to access them for any number of reasons (time, mental health barriers, etc). Often the services are completely inadequate (huge waitlists, and so on) or even dangerous!
