What does this announcement mean?

Not exactly what everybody thinks. Here is my explanation: According to 2019 Aramco bond prospectus, MSC (maximum sustained capacity) "refers to the average maximum number of barrels per day of crude oil that can be produced for 1 year during any future planning period...after being given 3 months to make operational adjustments."
