The significance of settlements Hezbollah included in the target bank after attacks on civilians is that they were a designation for Israelis that fled other northern areas
Also, many residents of the settlements - who fled earlier - have been returning after deeming them safe
Israelis who reached these settlements after evacuating their main areas in other settlements, used them to carry on their business and oversee their factories in targeted areas.
