Not only is degrowth pushed by the ruling class, it originated with them. In the late 60s an international elite group called the Club of Rome was founded by David Rockefeller. The Limits to Growth, published by The Club, was a major influential book of the 70s Malthusian revival "Degrowth" ideology comes directly from, and is promoted at the very highest levels by The Club Rome. It's a pillar of their "new" proposed economic paradigm.
