NEW - YouTube says around 0.16% of the views on its site are on videos that break its rules. That's still potentially millions of hours of watch time

washingtonpost.com/technology/202… YouTube comes up with this number by sending a sample of videos to its content moderators who then go through to see what % break the rules. This isn't based on the videos that actually get taken down
