1/ On October 17, Israel’s Minister of Defense ordered physical markers be placed along the “Yellow Line,” the deployment line of Israeli forces inside Gaza. According to reports, some of the markers were placed deep inside the Strip, rather than along the line as defined in the ceasefire agreement, effectively expanding the area under direct Israeli control. 2/ The physical marking of the line, even if completed, does not exempt Israel from its obligations under international law to refrain from directly targeting civilians, regardless of their location.

🚨Yesterday, the state submitted to the High Court its response to a request for an interim injunction. In its response, the state argued that the petitioners’ request should be rejected because the court should refrain from intervening in “the respondents’ distinctly security-related policy.” Additionally, it claimed that its decisions do not contradict Israel’s legal obligations. These claims are baseless. The laws of war and the obligation to act in accordance with them are, by definition, intended to examine political and security considerations to ensure that even in adverse situations, parties to a conflict distinguish between combatants and civilians and do not use unrestrained force.

🚨 Aid access petition update: In its most recent response to the court, the state affirms that it has been blocking entry of goods to the private sector in Gaza since early October. It continues to shirk its obligations and shifts blame onto aid organizations. According to the state, aid organizations struggle to deliver aid "for various reasons that are not related to the IDF," when in fact the army has direct influence on these “reasons.”

In October, the amount of goods that entered Gaza was the lowest that entered since December 2023, even according to COGAT’s data. The drastic drop in availability of goods is causing fear of spread of famine and has driven up prices amidst acute poverty. Up until two days ago, Israel blocked entry of private sector commercial goods, which had become the main source of supply to enter the Strip on the backdrop of a breakdown of public order. Months and months of deprivation have led to widespread looting.

W. was supposed to be evacuated from the Strip with a group of Palestinians with Israeli citizenship or residency, but she and her young children are still in Gaza. The reason – the children, Israeli citizens by birth, have yet to be registered by the Population and Immigration Authority. 1/🧵 Following a previous petition filed by Gisha in a similar case, a procedure was put into place whereby for unregistered children to be granted permission to enter Israel they had to had to undergo genetic testing at the crossing point. Six families from Gaza were evacuated in recent months according to this procedure. In each case, the mother and her children were a genetic match. 2/
