AIPAC Rep. Addison McDowell just introduced H.R. 5026 ALCATRAZ Act (8/22/25) which requires an established plan coordinated with states to:

🔸Establish grant funding to states

🔸Rapidly construct new “migrant detention facilities”

🔸Identify State & Federal land for such construction.
