Security services killing their own people is the 2nd cause of violence after homicide. If Nigeria included police and military killings in its murder statistics, its reported homicide in 2008 would have jumped 40%. Any society can decivilize when governments abandon ordinary people to fend for themselves. But when it becomes "privileged" with the elites using it to capture state resources, the middle class rather than the poor, are the group with power to effect change.

Ministry for the Prevention of Vice and Promotion of Virtue is definitely the funniest government minstdy I have heard of. Unsurprisingly its the thing that is most obvious for satire, that is usually the most sensitive to it and totalitarian in its function. There is a whole story on the gender relations in the book and its is just amazingly totalitarian. It's so wild the freedom to live what you will consider a basic life is under constantly under the threat of death.

The lesson I want to get out of this book is how you can hire the smartest people to run a country but still end up with horrible foreign and local policy because they lacked wisdom. (or understanding of how reality fights the abstract. It becomes messy, detailed & poor to map) The establishment - its what Trump lacked and still affect the efficiency of how his government is run. The running of government requires the knowledge of so many people for so many positions. You can't "drain the swamp".

Unlike Cambodia, Vietnam has always been a land comfortable with rebellion both within itself (the north and south) and against foreign powers (China). I suppose that is why they were earier to rise up against the French. (Culture is a good predictor of people.) Decent literacy rate plus bureaucracy culture from the Chinese, with a somewhat heterogeneous society with nascent ideals of nationalism.

Weird how much information was chartered of the the US after they conquered Iraq. How are Iraqi researchers able to effectively research their country adequately, if they have to travel to US to access documents from their institutions? It is a cultural loss. Homegenous societies are far easier to put through social manipulations than heterogeneous ones. A state first duty is to have legibility of the territory and people it controls.
