Just in case you're wondering how the political economy of this works, given that the Supreme Court has found that there is a right to collective bargaining under s 2(d) of the Charter: 1. It's pretty obvious imposing a contract is a violation of s 2(d). It makes bargaining moot
2. Violations of the Charter can be "saved" so long as they are compliant with s. 1--are "justifiable in a free and democratic society." They need to be necessary and minimally impairing.
