- Ineffective leadership & dysfunctional country team
- #Ethiopian govt’s blockade defining characteristic of crisis, but there was no collective action strategy for access/advocacy
- Humanitarian principles (ie. indept, impartiality etc) did not guide response

Since June, tens of thousands of people from West Darfur's capital El Geneina+its surroundings have fled to #Chad seeking safety.
Over the past few days, @hrw researchers spoke to dozens of refugees, hearing stories of abuse+loss that are hard to comprehend.
#2: @hrw team heard dozens of accounts from survivors who fled after witnessing killings. Some civilians were gunned down in the streets while trying to flee. Many have lost everything, following months of fighting during which looting of homes & deliberate destruction were rife.
