CJI: it seems that those orders passed by this court have not been able to bring the desired sensitivity CJI: due to which the HCs have apparently not evolved any robut mechanism for time-bound adjudication of the bail matters

CJI: we are cognisant of the fact that the listing and prioritisation of matter for listing is the exclusive prerogative of the CJs of HCs, however if the people are languing in jail, their bail applications are not even being heard, and with complete uncertainty as to when they will be able to know the fate of their application, it seems that this court is under a bounden duty to lay down certain mandatory guidelines
