Why you're calculating education attainment against the whole population aged 15+, and not for school age population only? School age data is much more relevant & is very compelling in showing XJ's EXCEPTIONAL improvement especially for Uyghur students. HS enrollment increased 32%, jumped from falling behind to leading the nation. In four (Uyghur majority) southern XJ prefectures, middle school graduates entering HS increased from 38% in 2009 to 84% in 2014 and 98.6% today. A 60% increase!
