Ehsan is denying that al-Tabari chose to interpret "istawa" as "an elevation (uluw) of dominion and power" by claiming that al Tabari was just showing the opponent’s double standard. However, no scholar, including theirs, understood the words of al-Tabari like he did.

Al Tabari: Al ‘Aliy: the one possessing al ‘uluw and irtifa’ over His creation with His omnipotence.

Al Tabari puts the 2 together so even with irtifa’ it’s still the same meaning.

'Uluw/‘Ala doesn’t necessarily mean to rise over something and we can simply prove it with the Quran. In the following verse it means to dominate:

Here we have Abu Hanifah’s student Muhammad al Shaybani saying that Allah’s ‘uluw is not that of displacement or rising over but it is a ‘uluw of domination and power.
