Al Awza'i asked Al Zuhri about that person, "what is it?"

Al Tabari puts the 2 together so even with irtifaโ€™ itโ€™s still the same meaning. Who decides what is best and what is not? โ€˜Aliy/โ€˜Ala is used in the Quran to mean dominate so your objection fails.

'Uluw/โ€˜Ala doesnโ€™t necessarily mean to rise over something and we can simply prove it with the Quran. In the following verse it means to dominate: Here we have Abu Hanifahโ€™s student Muhammad al Shaybani saying that Allahโ€™s โ€˜uluw is not that of displacement or rising over but it is a โ€˜uluw of domination and power.
