I wanna break this poorly thought out tweet with figures:
Average CDF allocation huchezea 175 mike thereabouts (rough guesstimate, plz confirm).

Total number of primary school kids of 10-12 million roughly (11m midpoint)... ... 290 constituencies total.

So average number of primary school kids / constituency is around 37.9k per constituency in Kenya.

175 mike in CDF if it were FULLY ALLOCATED to just subsidizing kids (which isn't at all coz there's other stuff that needs CDF funds too)...
