When Trump, Inc. first started reporting on Trump's three oldest children, we thought we'd be focusing on the overlap between the Trump administration and the Trump org. Two years later, turns out there's a much more basic conflict.
Don Jr. has power. He's the son of the president. Sometimes the president seems to listen to him (see Marie Yovanovitch). But, because Don Jr. doesn't work for the government, he doesn't have to follow the same ethics rules.

Trump’s Panama agreement stipulated:
a $1m licensing fee
$2.2m for arranging financing
at least a 4% cut of unit sales
17.5% of hotel room fees, including the mini-bar, internet service, bathrobes
4% of hotel revenue for management
