The Thousand Oaks City Council recently approved the $10M purchase of the Hillcrest Christian School property, and the Mayor mentioned that the City “no longer ha[s] the benefit of a redevelopment agency to help build affordable housing.” [1]
Mayor Bill-de la Peña’s comments are correct, in that RDAs were tools to support rehabilitation of districts that were blighted. However, this required local governments to make a finding that the area was indeed “blighted.” And T.O.’s history of utilizing RDAs is mixed.
