The docks were known as ‘lawless’ areas, where hostels for foreign sailors were tolerated alongside brothels and gambling holes. Racial prejudice and hostility pushed ethnic minority communities into these spaces, with certain parts of Cardiff considered dangerous no-go zones by ethnic minority communities.
