@MADiSciullo @ForeRumple @Reuters I'm going to disagree with your use of 'confusion,' GG's actions belie that. He visibly made several conscious decisions withing those 8 seconds:
1. Running at KR until Huber is shot;
2. Stop and step backward;
3. Raise his hands;
4. Start towards KR. @MADiSciullo @ForeRumple @Reuters I have not seen any analysis of GG's wound, however, it appears to cross his bicep from inside to outside indicating his arm was coming down from the raised position in a grabbing or seizing motion. Remember that hand is holding his Glock so it could well be an aiming motion.

I'll bet that's murky. How about just revoking their ability to operate as a restaurant?

The idea is to create a desire on the part of businesses to comply with the temporary rules.

Allowing them to temporarily operate as.. @KTSMtv ..restaurants allows them to survive when they otherwise might not. Removing that option for failing to follow the rules thus becomes a business decision.

Don't make it a legal matter like revoking permits, craft it as part of an Order from the County Judge.
