Perspective - Prajapati or Brahma is called ‘Mind and Saraswati is the name of speech. The mind comes before speech, so whatever is first thought through the mind is then said through speech. That mind in the form of Prajapati Brahma controlled Saraswati in the form of speech. 
So the meaning is that on insistence of Lord Shiva in the form of Moon, the आग्नेय वाष्प in the form of Vishnu, on attaining density, assumed the form of Mohini in the form of the Earth.
