Weakening SEP rights isn't just about China stealing IP from US companies. China has been doing that for decades even with strong patent protections in the US.

(2/25) Weakening patent rights in the US, including SEPs, attacks the most fundamental profit motive that makes R&D possible (and financially viable) in the first place.
