The government is pushing a major change that could reshape the balance of power in Pakistan from the provinces to the military, and even the judiciary.

1- Article 243 Command of the Armed Forces .

The President holds the symbolic Supreme Command of the armed forces the Prime Minister handles day‑to‑day control and command. The proposed draft aims to amend Article 243 so that only the Prime Minister has final authority over the military command structure reducing or eliminating the President’s role.1/ Provincial revenue share (Article 160(3A)

Provinces have a constitutional guarantee of a share in federal revenues under the 18th Amendment.

The amendment would remove or weaken the guarantee for provincial shares in revenue giving the Centre more flexibility (or control) over provincial finances. 2/
