This is a grave ruling prioritizing absolute loyalty to Allah and the Muslim community and rejecting all those who are not part of this community. Below are key Quranic verses (translated by Hilali-Khan) that articulate this prohibition, followed by an explanation of Surah 3:28, which permits outward friendliness toward non-Muslims in situations of weakness, as part of a broader framework of perpetual war against non-Muslims, reinforced by Quranic verses and Prophetic traditions.

Quranic Verses Prohibiting Heartfelt Ties with Non-Muslims

Surah Al-Ma’idah (5:51)
“O you who believe! Take not the Jews and the Christians as Auliyâ’ (friends, protectors, helpers), for they are but Auliyâ’ of each other. And if any amongst you takes them as Auliyâ’, then surely he is one of them. Verily, Allâh guides not those people who are the Zâlimûn (polytheists and wrong-doers and unjust).”

The verse includes an exception: “except if you indeed fear a danger from them.” Ibn Kathir explains that this permits taqiyya (precautionary dissimulation) in situations of weakness or oppression. Muslims living in non-Muslim countries, where laws are not based on Sharia, are considered to be under oppression, as they are subject to non-Islamic governance. In such contexts, Muslims are obligated to outwardly pretend to be friendly—smiling, embracing, or speaking cordially with non-Muslims—to integrate, survive, and thrive, as failure to do so could lead to a hopeless state of war. A historical precedent is the Treaty of Hudaybiyyah, where Prophet Muhammad, in a position of weakness, agreed to a temporary peace with the Quraysh tribe, presenting an outward appearance of conciliation. Ibn Kathir cites Abdullah ibn Darada, who stated that while a Muslim may “smile in their faces,” they are obligated to “hate and curse them in their heart.” This means that inwardly, a Muslim must maintain complete rejection and enmity toward disbelievers, ensuring their heart remains steadfastly loyal to Allah and the Muslim community, never forming a genuine, heartfelt bond with non-Muslims. Taqiyya is a strictly pragmatic, external act, not an endorsement of true friendship or loyalty from the heart.

Perpetual State of War and Permission to Lie

The Quran and Prophetic traditions frame Islam as being in a perpetual state of war against non-Muslims until Islam is established in the world as the sole way of life. Surah Al-Anfal (8:39) commands: “And fight them until there is no more Fitnah (disbelief and polytheism, i.e. worshipping others besides Allâh) and the Deen (way of life) will all be for Allâh Alone [in the whole of the world].” The term Deen here refers not merely to religion or worship but to the comprehensive Islamic way of life, encompassing laws, ethics, and governance under Sharia. According to classical interpretations, this verse calls for continued fighting until Islam is the only way of life existing in the world. Additionally, a hadith reported in Sahih al-Bukhari and Sahih Muslim states that the Prophet Muhammad permitted lying in three situations: during war, to reconcile between people, and between spouses to maintain harmony.
