Portland city council plans to ask the city to consider “social housing” options in order to lower rental costs in the city.

What this means is that rather than giving money to developers to own, build, and manage affordable housing properties, they would give ownership to the city and non-profits instead. Let’s break this down:
1) Currently the city uses the Oregon Housing and Community Services (OHCS) division to supply funds to affordable housing developers, such as Community Development Partners (CDP). CDP is a subsidiary of a $300 billion international hedge fund.
