Understanding Federal Charter by CRPH.

First of all, This is a Charter/Policies/မူဝါဒ (or) "Why are we going to have this revolution?"
It must not be mistaken as Constitution. The difference between these two is of Strategy and Tactics. Strategy is macroscopic in nature
Tactics is more of microscopic

Charter is basically "outlining of things that we would like after revolution" = Strategy and must not be detailed.
