A crowd has gathered in the street near intersection of SW 3rd and SW Main. Drivers should avoid the area and the blocks around it. While this crowd is yelling “Burn the building down,” some individuals in the crowd have lit a dumpster on fire that has been pushed up against the Justice Center.

A group of about 100 individuals involved in an autonomous demonstration are marching in the area of City Hall. Individuals are engaging in criminal activity, this is now an Unlawful Assembly. They have been ordered to leave the area heading west. They have been told to not commit criminal activity to include blocking streets, vandalism, assaults, and arson. Those who engage in criminal activity are subject to arrest and/or use of force.

Traffic #ALERT There have been some gatherings today that have had marches impacting vehicular traffic, mostly downtown. Please be alert to your surroundings. We're monitoring. One arrest was made in the area of SW 4th Ave/Jefferson St. We are getting reports of a car caravan driving through downtown right now. That could impact traffic for a while.

A crowd of people is walking in traffic on NW 21st near NW Hoyt. Expect traffic delays. Find alternate route. This crowd is walking in the street near NW 23/Overton. Expect delays. Find alternate route.

A crowd of people is blocking SW 3rd Ave near the Hatfield Courthouse. Find alternate routes. More people are blocking SW 2nd Ave & Main.

A crowd of up to 100 people assisted by vehicles is walking in the street at NE MLK/Dekum. Expect traffic delays. Blocking traffic. Find other routes. PPB is giving loud speaker announcements directing people back to sidewalks. Criminal acts may result in cite or arrest and subject people to force including but not limited to tear gas and impact weapons

There are about 50 individuals protesting in front of East Precinct. They have been told to not commit criminal activity to include arson, assault, or vandalism. They have also been told the streets are open to vehicular traffic. East Precinct is a working police facility. Protesters have been told to not interfere with officer exiting or entering the building. Police have warned them that failure to adhere to these instructions could subject them to arrest and possible use of force.

Two separate marches have begun in Downtown Portland, both blocking traffic. The first began in Waterfront Park and crossed the Hawthorne Bridge and has been peaceful. Another started in Director Park and participants have been seen breaking windows. Officers responding now. To the participants of the march involving, due to criminal activity in the group, this is a riot. Leave the area to the west. (continued)

A crowd of about 100 people have walked through Kenton and they are blocking traffic at N. Lombard/N. Denver. Find alternate routes. This is associated with advertised direct action. These streets are major thoroughfares and need to remain open. PPB has announced to the crowd they need to allow traffic to move through.

A crowd of about 200 have gathered near the Kelly Penumbra building. Projectiles including bottles, rocks and large fireworks have been thrown at police. Windows have been broken. 1/2 Multiple warnings have been provided to the crowd regarding force or munitions being used if the criminal behavior does not cease. Fires have been lit. Traffic is impacted in both directions on East Burnside Street near 47 Ave. 2/2

A march has begun in Northwest Portland. A group is blocking traffic as it moves. Officers are monitoring the situation and using a loudspeaker to communicate with the group. To the group: The street is open to vehicular traffic. Move out of the street and to the sidewalks. Failure to do so may subject you to arrest, citation, or the use of force including, but not limited to, crowd control munitions and/or impact weapons.

PPB has received questions regarding enforcement of Governor Brown's recent executive order. We will still be acting under an education first type of focus rather than an enforcement first type of focus. We will continue to try and gain voluntary compliance to this order when responding to calls for service involving perceived violations. Citations or arrests will only be made as a last resort.

A march in the street traveling southbound on NE Martin Luther King Jr. Blvd has broken windows in multiple businesses. The gathering is at NE Multnomah St. Officers are responding. Drivers in the area use caution as people are in the street. To those marching on NE Martin Luther King Jr Blvd: This has been declared a riot. Members of this group have been observed damaging multiple businesses. All persons must immediately leave the area. (continued)

A gathering has developed outside of North Precinct. Drivers in the area of NE Martin Luther King Jr Blvd and NE Killingsworth St please be cautious. Most in the crowd are dressed in all black and may be difficult to see. To those gathered near North Precinct: North Precinct property, including parking lots and landscaping, as well as NE Emerson St between NE Martin Luther King Jr. Blvd and NE 6th Ave is closed to the public at this time. A mass gathering has come together in Laurelhurst Park. To those gathered there, you do not have a permit to march in the streets, any movements need to be done on the sidewalks while following traffic control devices. If you enter or remain on the property you are subject to arrest for trespassing or use of force.

There is a gathering in Kenton Park and learned that it was the initiation point of a planned unpermitted march. Participants were seen wearing body armor and helmets. Officers observed shields and moved in to take them for safekeeping before they could be used. Objects were thrown at officers. At least two people have been arrested.

A gathering has formed at North Precinct, blocking all lanes of traffic on Northeast Martin Luther King Junior Boulevard south of Northeast Killingsworth Street. Drivers in the area please use caution. To those gathered at North Precinct: You are not to enter the property of North Precinct. Southeast Emerson Street is closed between NE MLK and NE 6th Ave. If you enter the property, you are trespassing and subject to arrest, citation, and/or the use of crowd control munitions.

Portland Police are making loudspeaker announcements reminding people marching near Ventura Park to remain on sidewalks and obey all laws. The march is unpermitted. Portland Police encourage lawful demonstrations. Portland Police note that persons on Southeast Stark are engaging in tumultuous and violent conduct thereby intentionally or recklessly creating a grave risk of causing public alarm This is a riot. To those in the area of N Denver and N Lombard: The streets are open to vehicular traffic, stay out of the street. Stay off of private property.
