Afghan Refugee Assistance - Subgrant (2024)

Prime Awarding Agency: Department of Health and Human Services
Prime Award Amount: $47,057,809

Prime Awardee: U.S. Committee For Refugees And Immigrants, Inc. (Arlington, VA)
Prime Award Description: GY2021 ORR refugee cash and medical assistance

Sub-award amount: $8,992,426
Sub-awardee: Harris County (Houston, TX)
Subaward Description: In response to the Afghan evacuation in August 2021, USCRI received funding by the Department of Health and Human Services, Office of Refugee Resettlement (HHS/ORR) to support operation allies welcome (OAW) by administering the off-site health benefits and the OAW behavioral and mental health programs at the safe havens (phase I) and the national convention center (phase II).

The off-site health benefits at safe havens program provided select medical and pharmacy benefits when the care needed exceeded the level of care provided at safe haven clinics (e.g., er visits, hospitalizations, specialty referrals).

Benefits terminated upon departure from the assigned safe haven. The OAW behavioral and mental health program was a trauma-informed behavioral and psychosocial program that provided culturally and linguistically appropriate services through individual, family, and group interventions.

As part of OAW, USCRI is also providing trauma informed behavioral and psychosocial support that is culturally and linguistically appropriate for the unaccompanied Afghan minors in ORR supported facilities as needed.

Additionally, the Afghanistan supplemental appropriation (ASA) 2022 provided ORR with specific appropriations to provide services to support newly arrived Afghans, including funding specifically for health. The goal of Afghan health promotion funding is to improve the health of newly arrived Afghans through outreach, education, and support services.

Activities focus on increasing health literacy, coordination of health care, and the organization of wellness groups. USCRI will administer these funds in the states of Texas and Missouri
