First off, consider this: in each previous chapter, we saw Rui being tempted by the lure of other girls and other clubs--literally half (if not all) of Rinmeikan was throwing themselves at her now that she was a free agent untied from the Acting Department. 
Chapter 9 (Rui’s chapter) begins the following morning at the start of school, near the Rinmeikan gate. Rui gets hounded by girls already asking her what her plans are after school.

Chapter 5 (the first half of Ichie’s story) begins, as usual, with Rui, who thinks she’s finally getting the hang of these regular curriculum classes. 
Chapter 3 begins with Rui in her classroom, lamenting how difficult it is to keep up with her Regular Education classes. She wonders what to do after school, and remembers the tragic words Tamao told her earlier. Unable to be at Tamao’s side, Rui is lost... 
Chapter 1 begins with Rinmeikan's acting department receiving terrible news: their department is going to be shut down. 
Chapter 2 of the Beloved Days of Ryugu Castle begins in the practice room, where Tamao and Rui are rehearsing their dances for the play. Rui laments that Urashima's closing solo dance is difficult, with its shifting tempo and comical yet formal movements. 
The event starts with the Frontier gang having just watched Sailor's Call, a famous musical about romance and adventure with two sailors known as Noah and Marion. Frontier has been asked to put on the play for a nationally known Port Festival (I guess this is a thing in Japan). 
The first step on our journey to 竜宮城 (Ryūgū-jō), the Dragon Palace, is at the Rinmeikan dorms, where Rui shows us a true form of Akogare for Tamao and totally-not-flaming-gay love:

But the same shop might get boring! I'll find a new shop and then invite again! I'll search for a year! Rui determines.
