Lallan Prasad Singh was born in Buxar, Bihar in a Bais Rajput family. He qualified for the Indian Civil Service in 1936 & became the youngest chief secretary of Bihar in 1946.

He also served briefly as the Finance Secretary of Bihar (1946-1961). During his tenure, Bihar's industrial infrastructure, including Bokaro Steel city and Sindri power plant, was developed, and the Appleby Report ranked Bihar as the best-managed state in India(1953).
