I've heard a lot of misinformation about the bipartisan infrastructure bill. Let's clear some of it up.

First, it is NOT tied to the $3.5 trillion spending bill Democrats want to pass later this year.

I spoke on the floor about the differences earlier this week. "We’ve heard it'd be paid for but it's not."

The CBO is limited in its scoring ability and can't include certain pay-fors like repurposing unused COVID relief funds or the increased revenue from economic gain.

I will not object to the Electoral College votes when they are counted on January 6th, and – unless overwhelmingly persuasive evidence is presented before the Senate when we debate the objections – I will not vote to reject the results.

My statement⬇️
cramer.senate.gov/news/press-rel… I share the concerns of my colleagues and the countless North Dakotans who have reached out about the election.

Last year Democrats tried to use COVID-19 to implement questionable election procedures like universal vote-by-mail, ballot harvesting, and ballot curing.

The best way we can honor those who died for our freedom is to live as free people and cherish our liberties.

Here’s a thread of the 14 @NDNationalGuard heroes who lost their lives fighting terrorism and protecting the United States across the globe. Jon Fettig of Dickinson died in Iraq when his truck was hit by a rocket-propelled grenade.

He was 30. 1/14 Image

Last night, as I presided over the Senate, we passed comprehensive veterans mental health care improvement legislation, which contains my provisions expanding @DeptVetAffairs research into Hyperbaric Oxygen Therapy. Our bill:

➡️ authorizes the VA Secretary to enter into public-private partnerships to research HBOT,
➡️ requires the VA to use an objective test to measure the effectiveness of HBOT, and
➡️ commissions a comprehensive review and study of HBOT.

We must not let the unlawful actions of some detract from important discussions about race tensions in our nation.

Nor should we allow the destructive actions of out-of-state professional rioters to define the civil activism of good people in our state and its communities. Most importantly, we cannot allow the actions of a criminal cop to diminish our respect for the many noble and heroic officers who protect and serve, knowing every day may be their last.

Delivered floor remarks last week announcing my support for Major General Scott Spellmon, whose promotion to Lieutenant General and nomination to be the @USACEHQ Chief of Engineers and Commanding General is before the Senate. As the epitome of cumbersome bureaucracy, I rarely compliment the @USACEHQ.

General Spellmon, however, has worked closely and thoughtfully with me on issues like the Snake Creek Embankment and western state water rights.

Our bipartisan legislation would create jobs, bolster interstate commerce, protect local communities’ access to drinking water, and provide much-needed oversight and direction for the @USACEHQ.

It's an important step toward completing a comprehensive infrastructure package. I thank Chairman @SenJohnBarrasso and Ranking Member @SenatorCarper for their leadership on America’s Water Infrastructure Act, which contains several North Dakota priorities.

.@SenDanSullivan & I led a nearly two-hour call today between a group of senators and Saudi Arabia’s Energy Minister @MoEnergy_Saudi, Deputy Defense Minister @kbsalsaud, & Ambassador to the U.S. @rbalsaud.

My statement⬇️ While we appreciate them taking the first step toward fixing the problem they helped create, the Saudis spent over a month waging war on American oil producers, all while our troops protected theirs.

That’s not how friends treat friends.

Led a letter to @USTreasury Secretary @stevenmnuchin1 and @federalreserve Chairman Jerome Powell today urging them to keep the financial assistance authorized by the CARES Act industry neutral and free of bias. Some outside groups have already advocated certain sectors of the economy be excluded from the loans made available by the CARES Act.

Acquiescing to these demands would be contrary to Congressional intent & would arbitrarily harm certain American workers.

Both are unacceptable.

#COVIDー19 is wreaking havoc in nearly every sector of our economy.

This week I took action to protect cattlemen who are disproportionately harmed by this pandemic. I joined Senator @JerryMoran and a bipartisan group of senators in writing a letter to @USDA’s @SecretarySonny urging him to make one-time, emergency payments to cattle producers. agprofessional.com/article/sen-mo…

I promised the people of North Dakota if they sent me to the Senate I would fight for life, and I intend to keep that promise. Late-term abortion is choosing to end the life of an unborn child who can feel pain just like the rest of us.

It has no place in a society which values life & should be banned as our legislation dictates. Image

Our time with foreign leaders and officials at the @MunSecConf was productive and informative.

The feedback from every meeting confirmed the United States’ standing in the world is as strong as ever. ImageImage We had a very positive meeting with President @ZelenskyyUa of Ukraine.

He is a strong reform leader who is grateful for our partnership.

In addition to security, we talked about the many strong ties between his country and North Dakota. Image

Each year the President delivers his budget then Congress gets to work on its own. The Admin’s 2021 Budget contains several provisions I do not agree with.

This includes cuts to our military's intelligence gathering resources which protect our troops & global interests. I believe taking these assets off the battlefield and out of the hands of North Dakota’s Airmen will create too much risk and hurt our national security.

As I said during an @EPWGOP hearing this week, I applaud the Trump Administration's proposed @USFWS rule to define the scope of the Migratory Bird Treaty Act. @EPWGOP @USFWS In 2011 the US District Court in ND rejected a complaint filed by the Obama Administration’s US Attorney in ND, which attempted to use an “expansive interpretation” of MBTA to punish 3 oil companies where birds happened to die on their property. wsj.com/articles/SB100…

During an @EPWGOP hearing this week, I sought clarification on the process for @Interior's recent Director’s Order on Waterfowl Production Area Easements, a serious issue for many North Dakota landowners.

Watch my exchange with Assistant Secretary Robert Wallace here⬇️ @EPWGOP @Interior .@USFWS enforcement of pre-1976 Waterfowl Production Area (WPA) Easements has been a confusing, longstanding issue for North Dakota landowners, oftentimes resulting in both unnecessary and zealous enforcement measures.

Thank you @SecBernhardt and @USFWS Director Skipwith for proposing to provide regulatory certainty & rein in bureaucratic abuse. thehill.com/changing-ameri… Under the Obama Administration’s interpretation, anyone could be prosecuted without even making a deliberate effort to kill species protected by the MBTA.

Our legislation contains several provisions to improve mental health services for veterans, including an expansion of the VA’s research into Hyperbaric Oxygen Therapy.

I’ve witnessed firsthand the powerful difference HBOT can make for our veterans. Our bill is a positive step.

It advances the study of HBOT treatment, which ought to create a pathway for more veterans to receive access to this care.

Delivered remarks on the Senate floor today opposing the War Powers Act resolution being debated by Congress.

I believe such a resolution is designed to hurt @POTUS politically in the short-term while inflicting long-term damage to our national security and military readiness. @POTUS I want to emphasize an overlooked point: Soleimani was killed in Iraq, not Iran.

He was with another known terrorist driving to meet militia members who fired rockets at Americans – killing an American contractor – and tried to storm our embassy, which is sovereign US territory.

News: Following @SecBernhardt's visit to Hope, North Dakota in October, @USFWS is issuing a Director’s Order to provide due process for landowners who have perpetual FWS easements pre-dating 1976 on their property. ImageImageImage Providing quality maps is fundamental to defining property ownership, and establishing an appeals process ensures we follow due process and protect people's private property rights.

This is a tragedy.

Impeachment used to be an important constitutional tool used rarely, not mental therapy for distraught liberals in the House of Representatives. It is unfortunate @SpeakerPelosi backed herself into this corner.

To preserve her gavel, she is trying to appease the far left in her caucus, and chaos has ensued.

Today I delivered my maiden speech on the Senate floor.

I appreciate the opportunity to reflect on the past year and to create a clear vision for the future. Before the speech, I was introduced by @SenJohnHoeven, a skilled & accomplished leader who works tirelessly on behalf of North Dakota.

He is a great friend and a great mentor.
