I’m told that to criticize a proposed deal that initially hewed closely to Russia’s preferred outcome is to misunderstand or misstate “some critical reality on the ground.” So let’s talk about reality on the ground (1/4):
This fall, Ukrainians were polled on their views of war termination. Overwhelming majority (75%) would reject plans that constrain UKR’s military and forfeit territory they controlled. Tomorrow morning, I’ll ask unanimous consent to pass standalone emergency funding for the hugely popular Paycheck Protection Program that is saving small-business jobs as we speak. As the rest of the CARES Act continues to come online, this key part is already low on funds.
Nobody thinks tomorrow will be the Senate’s last word on COVID-19. Other crucial parts of the CARES Act, like its historic funds for hospitals and healthcare providers, are still coming online and have not yet been exhausted. The PPP is where the lights are already flashing red.

Senate Democrats have voted twice to block funding for our nation’s armed forces. Our competitors are growing stronger. America and our allies are threatened. But Senate Democrats would rather fight with the White House than deliver bipartisan funding for our military.
Meanwhile, House Democrats are blocking the USMCA while they pursue their three-year-old impeachment obsession. 176,000 new American jobs are being held up because this major new trade deal might interfere with House Democrats’ political theater.

The Green New Deal, my Democratic colleagues’ rallying cry: Killing off entire domestic industries. Winding down millions of jobs. Basically outlawing the only sources of energy that working-class and middle-class families can actually afford.
It’s remarkable to see a party coalesce around a proposal to forcibly remake the entire country on the whims of Brooklyn and San Francisco. But it’s been even more stunning to see my Democrat colleagues angry and upset that the plan they support is about to get a vote.

When we vote later this morning, we will not only be deciding whether to elevate a stunningly-qualified judge to our highest court. Not anymore. Not after all this. The United States Senate will also be making a statement.
We will either state that facts and evidence can be brushed aside when politically inconvenient, and signal that media bullying and mob intimidation are valid tactics - or we will stand up and say that serious, thoughtful, fact-based deliberation must still define this body.

Here are the facts before us: This is an allegation of misconduct which all four supposed witnesses either flatly contradict or are unable to back up. It’s not just one alleged witness disagreeing with the allegations -- it’s literally every person who was supposedly there.
Hundreds of men and women who have known Brett Kavanaugh across his life have written or spoken out that he is a man of strong character and tremendous integrity. Numerous witnesses testified that Brett Kavanaugh is a trusted mentor, and a lifelong champion of women.
