For German fiscal policy nerds. Something really beautiful just happened. In order to finance the EUR 100bn investment to upgrade the Bundeswehr announced by @Bundeskanzler on Feb 27th, the Ministry of Finance created a special fund. The only purpose of this special fund, like the special fund for Climate and Transformation, is to essentially accrue debt outside of the Federal Budget so that Germany can pretend it continues to respect its constitutional debt brake.

Very interesting interview of @ESM_Press sugarcoating its new lending programme to Italy as well as it can and minimizing the chance of a true common fiscal response as much as it can. The answers about conditionality are misleading. The requirement to use a Debt Sustainability Analysis is enshrined in the ESM Treaty and is not mentioned here and the reference to "strengthening core economic data" is either a bad translation or a misrepresentation.

Very pleased to see this piece by @adam_tooze in support for coronabonds and a coalition of the willing and his explanation for why the @ESM_Press is inadequate in the current context. ips-journal.eu/regions/europe… but the @ESM_Press is not only inadequate on political grounds because as "a legacy institution of the eurozone crisis, it is political poison", it is also technically a hammer that is looking for nails.

I am bit confused about this ESM idea too. There are a number of important conditions to be met for this proposal to be useful if at all (thread). @JKirkegard Member States cannot face any conditionality for applying/benefiting from this credit line otherwise it is really just introducing a control of national policies that is entirely inappropriate at this point.

The ESM treaty reform in its current shape is not worth the paper it is written on. The Eurogroup (dec 4) and Euro Summit (Dec 13) should postpone its agreement and set out (with the new commission) a broader, more balanced and more ambitious package. consilium.europa.eu/en/meetings/eu… The ESM reform was meant to: (i) communautarise its governance and reduce the scope for national vetoes, (ii) improve its capacity to act pre-emptively and (iii) arrange the backstop to the single resolution mechanism. It has failed on all counts.
