The meaning of this hadith is that external purity, by means of purification & cleaning with water, is merely half of the faith; the other half is internal purity which is achieved through righteous deeds & noble character.
Muslim ethicists (scholars of akhlaq) assert that purity has four levels.
The first is external purity from physical impurities or ritual impurity from things that invalidate the wudhu.

My response to those who believe that congratulating non-Muslims on their religious holidays is haram:
In medieval times, the understanding and custom عرف was that congratulating others on their religious occasions was an affirmation of that ideology.
The narrations and religious verdicts of scholars all spoke to a world where such greetings carried theological implications. They were operating from that paradigm and it’s important to contextualize such reports.
