SCOOP:The CARE program was supposed to be a “services-led” approach to cleaning encampments. But according to new data few unhoused ppl in LA have been sheltered as a result of "CARE sweeps.” And almost nobody has been moved into permanent housing. @LATACO lataco.com/care-sweeps-la… Since 2019 more than 30,000 ppl were enrolled in the CARE program:

-On average less than 10% moved into a temp shelter
-Only 62 ppl were moved into permanent housing
-9 out of 10 times outreach workers lost contact with their clients & they likely returned to the streets

Nearly 2 yrs ago I started a texting service for unhoused residents & advocates w/ @LATACO + @JoinSubtext + help from @ReportingHealth. I mostly send out daily sanitation schedules now. My texts reach 130+ subscribers w/ an open rate of 95% and an engagement rate of 20%!!!

🧵 I launched the service in early 2021 while reporting on hygiene stations and have continued to use it for my reporting. In addition to sending out daily sanitation schedules, I've also sent out info on vaccines, inclement weather and resource centers.

NEW: My latest story for @LATACO builds on reporting from @MarshallProj/@Weihua_Li1 which found that nearly 40% of police dpts across the country, including the LAPD, failed to report crime stats to the FBI. I spoke to LAPD and a community organizer. 🧵

In March 2020, I watched a driver run over Lionel Morales (an unhoused vet) and flee. My reporting pushed Mitch O'Farrell's office to help shelter Lionel. Months later they organized his displacement. Last week I found out Morales died.

Ultimately the DA's office declined to charge the driver with a crime, partly because they said they couldn't locate Lionel (even though I found him shortly after he was discharged from care)

SCOOP: Emails show that the LAPD
worked w/ Dataminr -- a controversial social media surveillance company -- during the #GeorgeFloyd protests. The LAPD has previously denied using the system to track BLM protests. @LATACO
