There is some truth to this. The objections in the comments (that also have some truth in them) fall into roughly 2 buckets:

- it's backwards: more rigorous universities can be so because they have better students;

- material covered isn't material learnt/retained;

1/n I have some experience (from a past life) here from both sides of the lectern (math; from remedial algebra classes to all the way to the graduate level) as well as colleagues (past life) and friends at universities that fit the tiers being discussed.
