This is a very, very basic introduction to what intelligence is from a Canadian federal perspective. A place to start if you are a beginner to thinking about national security, but many readers will want a lot more in future versions of this document. Or if you want to save yourself 20 pages of reading, this sums it up: Image

.@nsiracanada released it's review of Global Affairs Canada's Global Security Reporting Program (GSRP) & it's damning.
BLUF: GSRP playing it both ways, acting as an intel service under cover of diplomatic immunity, taking advantage of grey zones to do so nsira-ossnr.gc.ca/wp-content/upl… I am going to do a thread on this but to remind ourselves how we got here, this story in the Globe is useful. theglobeandmail.com/politics/artic…

We have had MPs meet with Convoy leaders and white supremacists, some of who never apologized for their actions, that have never been held to account. We have no idea what they discussed. Maybe we need two anonymous sources. cbc.ca/news/politics/… Yesterday there was a conservative conference where a guest speaker joked about killing the Prime Minister.

There’s a lot of intelligence docs being discussed these days, but not a lot of discussion about what intelligence actually *is* - and I think this is warping our conversation a bit. A few thoughts: Intelligence is not evidence. It is reporting that you get from sources (human or technical). Human sources (HUMINT) are recruited because they probably have some kind of access to information that helps an investigation. They may do it out of loyalty or for money (or both!)

Foreign disinformation played a role, but it was NOT the basis of the Freedom Convoy. You can draw a pretty straight line between what happened in 2022 to the wave of anti-refugee/anti-M103/anti-Muslim rallies that started in force in 2017. One example: anti-racistcanada.blogspot.com/2017/10/octobe… The narratives in 2017 are strikingly similar - Trudeau the traitor, shadowy forces trying to change our way of life, anti-"globalism", and full on white-supremacy.
