Tugade obviously washes his hands in the RFID mess, now blames the operators. Duterte not wanting to blame the owners instead blames the regulators, calling them "INCOMPETENT," for not conducting a dry run.

He surely knows what he is talking about, takes one to know one? In the middle of his ranting about the regulators, Duterte somehow mentioned that there was a Memorandum of Agreement between Tugade and the operators. Without having to dwell on the M.O.R., Duterte went on to pin down the regulators; if they cannot do the job they should resign.
