I just happened to use a hashtag in my post on Awful Nawfal and noticed something different in the notifications. There was a tag key for post notification for multi account likes. Here's the kicker, THERE WERE 2 DIFFERENT POSTS AND 2 DIFFERENT TAG KEYS.

There actually an Algorithm that seems to base your REPUTATION on a SCORE OF 15-95. It is theoretically possible to be outside these limits, since the range is coded to be from 0-100. We can see the ALGO and Code for RANKING here. 
Unfortunately, there is no QUICK FIX, but there are ways to add a compensating factor to help give a BOOST to at least Verified Twitter Blue Users. Ultimately, a deep edit of the Algorithm is needed for a more permanent fix.
